What is dBASE table?
A database table format with a declared type for each field. DBF files are used by dBASE-compatible tools and as attribute tables in some GIS workflows.
Single table only. Memo files, database indexes, and a shapefile’s geometry are separate files and are not converted.

LibreOffice documents a dBASE import character-set parameter, so legacy text decoding can depend on the selected character set. [2]
